THE PUBLIC KEY INFRASTRUCTURE (PKI) THROUGH EXPANSION AND CAPACITY BUILDING TENDERS AT NATIONAL INFORMATION TECHNOLOGY AUTHORITY

  1. The Government of Uganda represented by the National Information Technology Authority Uganda (NITA-U) has received financing from the World Bank toward the cost of the Uganda Digital Acceleration Project Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for payments under the contract for The Public Key Infrastructure (PKI) Through Expansion and Capacity Building.
  2. National Information Technology Authority-Uganda (NITA-U) now invites sealed proposals from eligible Proposers for The Public Key Infrastructure (PKI) Through Expansion and Capacity Building.
  3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s Procurement Regulations for IPF Borrowers. Procurement in Investment Projects (“Procurement Regulations”) (July 2016, revised September 2023) and is open to all eligible Proposers as defined in the Procurement Regulations.
  4. Interested eligible Proposers may obtain further information from National Information Technology Authority-Uganda and inspect the request for proposals document during office hours (09:00 to 17:00 hours) from Monday to Friday at the address given below.
  5. A pre-proposal meeting will be held on 12th March, 2025 at NITA-U Head Office, Palm Courts, Plot 7A, Rotary Avenue at 11:00 Hours East Africa Time with an Online Virtual Meeting using Zoom – A link will be shared with all registered Proposers prior to the date of the meeting. The Proposers who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting to http://nita.go.ug.
  6. The request for proposals document in English may be furnished by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a non-refundable fee of UGX 300,000 (Three Hundred Thousand Uganda Shillings Only) or an equivalent in a freely convertible currency. The method of payment will be the Electronic Funds Transfer (EFT) Bank account number: 0065000500007, Customer name: National Information Technology Authority, Uganda (NITA-U), Account title: NITA-U Local Revenue Expenditure Account, at Stanbic Bank of Uganda Swift Code: SBICUGKA. A PDF bidding document shall be sent to the potential Proposer electronically upon receipt of confirmation of payment.
  7. Proposals must be delivered to the address below on or before 09th April, 2025 at 11:00 Hours East Africa Time. Electronic Procurement will not be permitted. Late proposals will be rejected. The outer Proposal envelope marked “ORIGINAL PROPOSAL”, and the inner envelope marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representative and anyone who chooses to attend, at the address below on 1st Floor Conference Room, 11:05 Hours East Africa Time (09th April, 2025). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
  8. Proposals must be accompanied by a Proposal Security of Uganda Shillings 200,000,000 (Uganda Shillings Two Hundred Million) or an equivalent in a freely convertible currency. The Proposal Security shall be valid in accordance with Section II-Proposal Data Sheet (PDS); ITP 20.1.
  9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the requests for proposal document.
