THE WORK AT THE FOUNDATION
We are currently in an exciting period at the Mastercard Foundation as we intensify the implementation of the Young Africa Works strategy, aiming to empower 30 million young people throughout Africa to access dignified and fulfilling employment.

To ensure the Foundation's accessibility to our partners and program participants, we have established offices in Rwanda, Kenya, Ghana, Senegal, Ethiopia, Nigeria, and Uganda. These offices provide strong in-country support for the implementation of Young Africa Works. We collaborate with governments, the private sector, educators, and other funders to enhance the quality of education and vocational training, equip young individuals with the necessary skills for the workforce, expand access to financial services for entrepreneurs and small businesses, and facilitate connections between job seekers and meaningful employment opportunities.

THE OPPORTUNITY
To move forward with the Disability Inclusion strategy, the Consultant will support the implementation by leading program development, design, and management to enable young people with disabilities access to dignified and fulfilling work. The consultant portfolio will focus on key programmatic areas including Digital Accessibility, Inclusive Education, Assistive Technologies and will serve as a thought partner in our Disability Inclusion Mainstreaming program being implemented across Young Africa Works. In leading programs, the consultant will take into consideration cross cutting enablers that are critical is breaking barriers faced by young people with disabilities; stigma and mindset change, youth agency and voice, policy and thought leadership, and research. To this end, we are commissioning a Disability Inclusion Consultant to join the Foundation’s Disability, Diversity, and Inclusion team to deepen our work and engagement with young people with disabilities in Africa.

WAYS YOU CAN CONTRIBUTE
Contribute to the implementation of the Disability Inclusion strategy and design of programmatic interventions.
• Support the development of the Disability Inclusion Roadmap and portfolio of programs.
• Contribute and seek new ideas and evidence for partnerships aligned to the Disability Inclusion strategy.
• Be a thought partner to the disability mainstreaming work across the Foundations programs, partnership, and networks.
• Development of new programmatic portfolios:
o Lead initial scoping, baseline, research, and program design around Assistive Technology as an economic sector in Africa.
o Facilitate initial program design on digital accessibility to drive inclusive employment, and entrepreneurship.
o Support program design and implementation on inclusive education.
• Build networks with youth with disabilities and African-based organizations to advance the engagement and inclusion of youth with disabilities across our programs.
• Manage workshops and meetings through agenda development, logistics and delivery for partner development.
• Collaborate with team members in various functional areas including Program, Impact and Measurement and Communications to ensure integration in Disability Inclusion partnerships.
Develop, co-create, design, and manage new and current Disability Inclusion programming aligned to DI strategy.
• Build-out and co-create partnerships aligned to the Disability Inclusion strategy and provide thorough guidance and analysis during program design, partnership development, implementation, monitoring, and learning.
• Engage with partners to review opportunities, challenges and advance interventions through collaboration, learning, and networks.
• Develop new partnerships, including identifying and working with prospective partners to design proposals, undertaking due diligence of potential partners and projects.
• Manage day-to-day communication and needs of partners.
Consolidate learnings and impact from Disability programs to inform ongoing and new programming.
• Recommend and participate in evaluation and learning activities to guide the evolution of the Disability Inclusion portfolio.
• Capture and document insights and learnings to ensure that we are adapting consistently to create sustainable and guided Disability programs and approaches.
• Manage, monitor, and coordinate a portfolio of partners, including reviewing financial and narrative reporting from partners.
• Provide perspective on emerging issues and trends on disability and disability inclusion.

WHO YOU ARE
• Consultant will be based in Africa, preferably in Rwanda, Kenya, Ghana, Senegal, Ethiopia, Nigeria, or Uganda.
• Minimum 7 - 8 years of relevant experience in disability inclusion programming and management.
• Experience in developing and implementing large scale disability inclusion programs in education and employment.
• Experience in designing and implementing programs in Assistive Technology, Digital Accessibility, and Inclusive Education is required.
• Experience in program management including design, stakeholder engagement, monitoring, and evaluation.
• Experience working in a grant management system.
• Strong coordination, organization, and multi-tasking skills.
• Excellent synthesis, analytical and report writing skills; ability to synthesize large amounts of qualitative data and present clear high-level findings for decision makers.
• Ability to identify the most promising policies and practices for scale and sustainability.
• Familiarity with the literature and best practices surrounding disability inclusion in Africa.
• Fluency in English, French or local languages are an asset to highlight.
• Ability to travel for in-person engagement with the Disability, Diversity & Inclusion team and/or partners.
• Flexible, adaptable, and able to execute a range of job duties and changing priorities.
• Possess excellent verbal, written, and presentation skills with the ability to articulate information to a variety of constituents across cultures.
• Possess professional maturity, sensitivity with different cultures, and impeccable integrity that exemplify the Foundation’s values.
• Demonstrate a commitment to Mastercard Foundation’s values and vision.

Timeline

• Anticipated start-date, September 1st, 2023, over one year contract period ending August 31, 2024, with possibility of extension.
