JOB DETAILS:
The GIZ Programme "Promoting Rural Development in Northern Uganda II (PRUDEV II) funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) is implemented by the Ministry of Local Government (MOLG) and Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The project is scheduled to start in October 2023 as part of the core theme Living without hunger - transforming agri-food systems. The transformation of agricultural and food systems is important for smallholder farmers and micro, small and medium-sized enterprises in
Northern Uganda to promote local rural economic development.

The central objectives are to improve the competitiveness of Micro, Small and Medium Enterprises, to increase income and employment with a special focus on women and young people, to promote the ecologically, socially, and economically responsible use of natural resources, to enhance value creation along local and regional value chains to contribute to the reduction/ avoidance of CO2-Emissions.

Key Responsibilities
The Empowerment of Women and Youth for Green Jobs Specialist will be in charge of: • Women and youth empowerment for green jobs and entrepreneurship and supporting environmentally friendly, climate-protecting or resource-saving investments in agri- based/ natural resource-based value chains e.g., shea and other perennial fruits, cash crops, food security crops, charcoal farming, medicinal plants etc.
Ensuring that all activities and approaches are synchronised with other thematic areas. The Empowerment of Women and Youth for Green Jobs Specialist performs the following tasks:

Specific Tasks Technical

• Providing technical support on issues related to green jobs creation incl. pathways to entrepreneurship or wage employment; identifying barriers and opportunities for women and youth in accessing green jobs; skills gap, skills development measures. • Promoting best practices for reaching, benefiting and impacting women and youth for inclusive economic growth.
• Enhancing the skills and knowledge of women and youth in areas such as sustainable agriculture practices, renewable energy technologies, natural resource conservation, entrepreneurship, and access to finance.
• Establishing Mentorship and Networking initiatives, connecting women and young professionals with experienced individuals working in the green sector.
• Providing the necessary input in the area of environment, climate change and green economy in order to achieve the technical performance of the project.
• Through the various interventions stated above (and in collaboration with the interventions in other output areas) contributing to the creation of 9000 additional jobs.

Management and Coordination

• Providing supervision and technical assistance to missions and contractors during the conceptualisation and implementation of several work packages, guaranteeing alignment and synergies with other GIZ programmes.
• Coordinating with line ministries, agencies, departments and authorities to increase commitment towards transforming the agriculture and food sector through private sector engagement.
• Organising directly assigned activities in the field, working with government officials, farmer organisations, civil society organisations, and private sector actors.
• Preparing, implementing, and documenting training events, workshops, forums, team meetings and other project activities.

Communication, monitoring, knowledge management

• Writing technical reports and assisting partners in reporting, as well as making technical presentations.
• Representing the programme in sector meetings and various "Communities of Practitioners".
• Assisting with research activities and studies on technical areas relevant to the project.
• Supporting cross disciplinary actions e.g., communication, MEL (Monitoring, Evaluation, Learning), Steering Committee meetings.

Other Duties/Additional Tasks
• Performs other duties and tasks at the request of management.

Required qualifications, competences, and experience. Qualifications
• Master's degree or professional qualification in Business, Sustainable Entrepreneurship, Marketing, Social Science or related subject.

Professional experience
• Five (05) years of professional experience in empowering Women and Youth in Agribusiness.
• An experienced professional in youth employment and green jobs, gender equality, women and youth empowerment, and social inclusion, providing a technical advisory role on Green Jobs and/or Decent Work.
• Experience of support to micro, small & medium enterprises.
• Working experience with Ugandan line ministries and /or government authorities.
• Experience in working with international organizations.
• Experience with approaches and methodologies related to climate change adaption and mitigation.
• Good overview of Local Economic Development and Rural Development initiatives in the Ugandan and international context.
